SUMMARY: This position is responsible for managing the day-to-day operations of the City of Canton to the extent authorized by SDCL Chapter 9-9.

ESSENTIAL FUNCTIONS:

1. Administrative
• Attend Commission meetings.
• Consult with the City Attorney as necessary and requested.
• Assists and provides guidance on all union contract negotiations.
• In conjunction with Human Resources, approving and implementing employee disciplinary action and/or terminations.
• Makes recommendations for the hiring of all city staff.
• Prepares and submits an annual strategic plan to the Commission.
• Negotiates agreements, contracts, leases, and amendments for city services under the direction of the mayor and individual Commissioners as provided in SDCL Chapter 9-9.
• Leads efforts to develop, plan, and promote the city’s investment in infrastructure, and future planning, zoning, and land use.
• Implements City Commission policies, procedures, directives, and decisions consistent with SDCL Chapter 9-9, outside organizations, and citizens.
• Provides the Mayor and City Commissioners with accurate and up to date information, advice, direction, and data.
• Assist the Mayor and Commissioners under SDCL Chapter 9-9 in directing staff to maximize coordination between city departments so that city services are provided in a safe, effective, cost effective, and friendly manner.
• Review, analyze, and suggest improvements to business and organizational systems to assist in operating more efficiently and effectively, through organizational studies and evaluations.
• Provide recommendations to City Commission.
• Perform such other duties as may be required by ordinance, resolution, or direction of the governing body.

2. Financial
• In conjunction with the City Finance Officer prepare and submit a balanced annual budget for all city departments to the City Commission.
• Research, prepare, and submit grant applications to programs that are advantageous to the City.

3. Public Relations
• Represents the City Commission with assigned external community organizations such as schools, civic organizations, citizens, the media in conjunction with the Mayor, economic development agencies, and tourism agencies.
• Maintain an active and positive presence in the community by remaining visible in community events and activities.
• Represents the city with local, state, regional, and national organizations to promote the city, coordinate services, and respond to emergencies.

4. Staff Supervision
• In conjunction with the Mayor and individual Commissioners assist in the management of all officers, departments, department heads, and employees of the City.
• Provides leadership and management training, advice, and mentorship to the board, departments, and department heads. City of Canton Position Description
• This position will assist the Commission members in supervision of city employees not in conflict with the laws of the State.
• The City Commission assigns work in terms of city goals and objectives consistent with the City Commission form of government in compliance with SDCL Chapter 9-9. Work is reviewed through conferences, reports, and observation of city activities.
• The work consists of varied management duties. The variety and scope of city operations contributes to the complexity of the work. Frequent interruptions contribute to the complexity of the work.

OTHER FUNCTIONS:
• The purpose of this position is to assists in the direction of city operations. Successful performance ensures the effective and efficient operation of the city government and affects the quality of life for city residents and visitors.

CONTACTS:
• Contacts are typically with co-workers, other city employees, vendors, developers, attorneys, elected and appointed officials, representatives of other government agencies, business leaders, contractors, consultants, and representatives from other local governments, representatives of community groups, and members of the general public.
• Contacts are typically to exchange information, motivate people, negotiate matters, resolve problems, and provide services.

QUALIFICATIONS AND REQUIREMENTS:

1. Education and Work Experience
• BA/BS in Public Administration, Business, or related field required; Masters preferred.
• Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
• Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to assist in the direction and coordination of work within the division/department, usually interpreted to require three to five years of related experience.
• Must have previous management and supervisory experience.

2. Skills, Knowledge and Abilities
• Excellent written and verbal skills, including speaking and presentation skills, required.
• Must be proficient with office technology and able to effectively use a variety of applications including Word, Outlook, Excel, Access, e-mail and internet.
• Knowledge of relevant federal and state laws, local ordinances, and city rules and regulations.
• Knowledge of budget preparation and finance.
• Must have excellent organizational skills, while prioritizing work.
• Must have strong interpersonal skills, with the ability to adapt to various situations, people, and the public.
• Knowledge of public administration principles, practices, department and city policies and procedures.
• Must have knowledge of management principles and practices.
• Knowledge of the functions and operations of city departments.
• Knowledge of the city’s demographic, economic profile, and public relation principles.
• Skills in project management and strategic planning.
• Must demonstrate skill in employee management and supervision.
• Skill in problem solving, interpersonal relations

3. Physical Capabilities
• The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, stooping, walking, bending, or crouching. The employee occasionally lifts light and heavy objects and/or
moves objects up to 20 pounds. The employee is frequently required to talk or hear.
• The work is typically performed in an office and outdoors, occasionally in cold or inclement weather.
• Must be able to operate normal office equipment, review work products, file and retrieve files

4. Additional Requirements
• Valid driver’s license; safe driving record
• Attendance is an essential function of this position.
• Residency within the corporate limits of the City of Canton within one (1) year of employment.
