The ICMA Executive Board met June 2-3, 2023, in McMinnville, Oregon, for its quarterly meeting and took the following actions:

• Adopted ICMA's FY 2024 budget. Reviewed and adopted ICMA's budget for the fiscal year that began on July 1, 2023. The FY 2024 budget reflects ongoing efforts to advance the priorities outlined in Envision, the ICMA Strategic Plan, as well as other priorities that have been established by the board. Major initiatives include implementation of ICMA's global engagement strategy; continued implementation and promotion of the new dues model; continued modernization and expansion of ICMA’s professional development function; and positioning ICMA as a thought leader and provider of resources and tools on such important topics as post-pandemic economic and community recovery and restoration, local government management and policing, and racial equity and social justice
   
• Adopted a five-year net assets target for the association. ICMA’s Executive Board determines an overall net assets goal based on best practice. In addition, the board establishes interim net assets targets in five-year increments. ICMA has been building its net assets from $1.3 million in FY 2003, when the board began setting targets, with steadfast fiscal discipline. At the June 2023 meeting, the board adopted an FY 2028 net assets target of $14 million.
   
• Selected the 2023 recipients of ICMA's Distinguished Service Award. The four individuals selected for ICMA's highest honor will receive recognition at the ICMA Annual Conference in Austin, Texas. 
   
• Approved ICMA Life memberships. In recognition of their contribution to ICMA and the local government profession, the board approved granting life membership in ICMA to Robert "Bob" Lee, Elizabeth Kellar, Martha Perego, and Patricia Vinchesi.
   
• Approved the schedule for the 2023-2024 Nominations and Elections Process. Letters will be sent via email to members eligible to serve on the executive board, tailored by region, in early October 2023.
   
• Approved proposed changes to the ICMA Regional Nominating process. Following each year’s nominations and elections process, the board reviews feedback from the Regional Nominating Committees on improvements to the process. This year, the board reviewed and approved changes to the process to provide better guidance to Regional Nominating Committee chairs, and reminders to state and affiliate association leadership on the requirements of the region’s protocols for the year, and the roles and responsibilities of their leadership in the process. 
   
• Approved changes to Guidelines of Tenets in the ICMA Code of Ethics. Following the membership's approval of the changes to Tenets 1, 4, 9, and 11 of the ICMA Code of Ethics in the March 2023 special election, the board approved changes to the guidelines for Tenets 4, 9, and 11 to reflect the profession’s commitment to diversity, equity, and inclusion. 
   
• Selected Tanya Ange to serve as ICMA's 2022-2023 president-elect. The board interviewed two candidates: Michael Land, city manager of Coppell, Texas, and Tanya Ange, county administrator of Washington County, Oregon. Ange was selected to serve as ICMA’s 2023-2024 president-elect. She will join the ICMA Executive Board in October 2023, and will officially become ICMA’s 2024-2025 president at the 2024 ICMA Annual Conference in Pittsburgh, Pennsylvania.
