As local government managers, we know that civic engagemment is an important aspect of our work today.   There are many different approaches to civic engagement and it is critical that we recognize the approaches that work best for the various situations with which we deal. 

The International Association for Public Participation (IAP2)  has produced a comprehensive matrix that identifies the various opportunities we have as public managers to engage the public in the work that we do.  The IAP2 Spectrum discusses  various goals of public participation, ranging from "inform" to "consult" to "involve" to "collaborate" to "empower."    It also discusses the various "promises that a local government makes to its citizens under each goal, then lists various tools and techniques that can be utilzed to accomplish each goal.

The IAP2 Spectrum has been cited in numerous academic reserach papers and is a guide that can assist local governments in designing their comprehensive plan for civic engagement in their communities.  It has also been cited in the research work of Kelly Campbell Rawlings of Arizona State University as part of the research partnership of ICMA/AFI/ASU that will soon be bringing forward education and technical assistance for local governments in this critical topic area for local governments.
