MAJOR RESPONSIBILITES:
Responsible for the overall management of donor funded grants and contracts and their proper execution;
Develops and maintains positive and productive client relationships;
Supervises project related staff and makes periodic trips to the projects to start them up and close them down, to develop work plans, for monitoring and evaluation and to perform supervisory and client contact duties;
Develops various project materials, such as training manuals and curricula, technical reports and other client deliverables, case studies, and articles; Conducts training sessions and briefings as appropriate;
Provides technical assistance to projects in municipal administration, planning, decentralization, public safety, anti-corruption, and related areas of local government responsibility;
Responsible for developing new business strategies and their implementation in collaboration with and under the general guidance of the Director of New Initiatives and contributes ideas and develops strategies for increasing and diversifying International team business opportunities;
Participates in and at times leads proposal efforts. This includes proposal technical writing, recruiting, contributing to cost estimates, synthesizing inputs into a comprehensive and winning approach, and contributing inputs to a prime contractor when ICMA has a subordinate position on a proposal;
Leads or assists in negotiating teaming agreements with other firms and institutions for joint proposals;
Represents ICMA at workshops, conferences, and negotiating sessions;
Travels to various countries to promote ICMA generally and to discover new business opportunities, form partnerships, and visit USAID Missions for targeted promotion or information gathering. Also travels to countries to be included in proposals, to gather intelligence on forthcoming procurements and to recruit local institutions and individual experts to staff the proposal;
Participates in or leads new enterprises or initiatives to further the goals of ICMA, such as the ICMA China Center initiative;
Assists the Director in recruiting, interviewing, and hiring staff, and contributes to reviewing product quality. Occasionally acts as quality controller (reviewer) for proposals and other work products;
Performs related duties as reasonably required.
MINIMUM QUALIFICATIONS:
Education and Experience:
Master’s Degree in Public Administration, Political Science, International Development or a related field, or an equivalent combination of education and experience.
Ten years of experience, including management positions in international development or local government, plus significant work experience in other countries. Africa experience is highly preferred. Project management experience with USAID is highly preferred, although experience with other donor organizations will be considered.
Demonstrated experience supervising multicultural and multigenerational teams.
Knowledge, Skills, and Abilities:
Knowledge of Federal, state, or local government organization operations and structures;
Knowledge of local governance issues, programs, and finances;
Knowledge of decentralization and intergovernmental relations trends and best practices;
Knowledge of business development and proposal processes and best practices;
Skills in finance, budgeting and financial analysis as they relate to proposal preparation and project management;
Exceptional supervision skills;
Exceptional skills in written and oral communication;
Knowledge of subject matter and experience in producing and conducting seminars and workshops in international development;
Skills in working in cross-cultural environments, as evidenced by successful project participation in other countries;
Fluency in a second language may be substituted for some experience in other countries;
Demonstrated commitment to ICMA standards for ethical behavior;
Ability to travel internationally for up to a month per trip, but typically for two weeks;
