These consortia provide numerous benefits to participating local governments:
- Provide more local governments with which to compare in a metropolitan area and/or state (as well as nationwide)
- Provide more opportunities for localized training as well as identification of effective practices based on empirical data
- Provide opportunities to identify a small number of core measures in each service area that are of most interest to each consortium
- Calculation of, and graphs for, consortium specific means and medians for selected indicators
- Analytical support from CPM staff.
Currently, there are fifteen regional/state/interest consortia in operation.

Fire ALC: Asheville, North Carolina; Franklin, Tennessee; Sedgwick County, Kansas
Small Communities: Bedford, Massachusetts; Creve Coeur, Missouri; Maplewood, Missouri; and New Albany, Ohio
CTC: College Town Consortium: Asheville, North Carolina; Auburn, Alabama; Bowling Green, Kentucky; Fort Collins, Colorado; Johnson City, Tennessee; Mankato, Minneapolis; St. Cloud, Minnesota; Starkville, Mississippi; State College, Pennsylvania; and Williamsburg, Virginia
Cold Weather Consortium: Crystal Lake, Illinois; Dublin, Ohio; Hamilton, Ohio; Midland, Michigan; St. Cloud, Minnesota; Woodbury, Minnesota;
Discussions are underway to develop consortia in a number of other states, as well as consortia for university communities and tourist-destination communities (e.g., theme parks, national parks, ski areas, etc.).
