This article summarizes the various career development strategies employed by Richmond, Virginia, City Manager Robert C. Bobb, recipient of ICMA's 1997 Award for Career Development in Memory of L.P. Cookingham. ICMA's Award for Career Development is presented to a corporate member who has made a significant contribution to the development of new talent in professional local government management. The article discusses how, in twenty-five years of service in three different municipalities, Mr. Bobb has distinguished himself in the areas of public finance, economic development, and public safety. Mr. Bobb has found that the most effective workforce is one that is invested with trust, faith, and guidance.
