ICMA's Program Excellence Award for Programs for the Disadvantaged, established in memory of Carolyn Keane, recognizes a local government that has enhanced the quality of life for the disadvantaged, including homeless citizens and people with AIDS. In 2002, ICMA presented the award in the greater-than-50,000 category to Olathe, Kansas, and City Manager Michael Wilkes for Camp Rolling Along.
