This is the 2010 nomination of Roanoke, Virginia's Geographical Policing Program for the Strategic Leadership and Governance Award. City Manager Christopher P. Morrill has been recognized for aiding in the development of a policing program that has divided the city into four zones and enables police officers to manage calls for service while simultaneously increasing their ability to solve problems.
