This article suggests that communities link citizen engagement, government policy and implementation, and performance measurement. Describes four aspects of effective governance: performance measurement by government, citizen engagement in measuring performance, citizen engagement in government policy and implementation, and strategic alignment. Discusses the changing role that managers will play in implementing these strategies.
