The Westminster, Colorado, anti-cruising program was nominated to the 2005 ICMA Annual Awards Program. Implemented in 2002, the program combated a major problem of cruising, which created traffic congestion leading to slower response times for fire and emergency medical services. The police department held public hearings and conducted a citizen survey in the process of developing a solution. The resulting anti-cruising policy issues summons to cruisers who have passed a checkpoint three times or more within a three-hour time period--leading to a complete elimination of cruising and return to acceptable emergency response times.
