This article describes a cost-effective way to bring professional management to small communities that was popular in the 60's, 70's, and 80's. A circuit-riding manager works part-time in a network of small communities that otherwise would not be able to afford a local government manager. Many of the programs that have been put in place are funded by applying for grants such as the Intergovernmental Personnel Act or the HUD 701 Planning Program.
