As the largest city in and capital of Mississippi, the City of Jackson is home to more than 170,000 residents and has been named by national publications one of “America’s Most Livable Cities.” In 2011, the City of Jackson partnered with Siemens Industry, Inc., for a city-wide Energy Performance Contract designed to generate utility savings and create local jobs. The City of Jackson wanted to make infrastructure improvements to city-owned buildings while protecting the capital budget. In addition, the City established the following objectives for the project with Siemens:
• Generate significant annual utility savings
• Create jobs for the local economy
