The City of Montgomery experienced an increase of underage drinking and substance abuse. At the same time teens were using social media and cell phones to make pictures and videos of themselves drinking, using drugs, and doing other unsuitable things. The City of Montgomery created the “Caught in the Web, Don’t Let it Happen to You” program. This program sent police officers into high schools, where they made presentations showing blurred out photos of teens drinking and using drugs.
