The City of Phoenix created the Shopping Cart Retrieval Program to address the growing numbers of shopping carts in residential neighborhoods. The Shopping Cart Retrieval Program has two aspects: 1) an educational campaign, informing retailers about their responsibility to manage their shopping carts; and 2) a 90-day pilot shopping cart recovery program.
