This article describes the solid waste management program in Tirana, Albania, a result of a partnership between Tirana and Catawba County, North Carolina. The program started in September 2005 and continued through September 2007. The main focus was to reduce waste spillovers and clean increasing litter from the streets of Tirana. With the help of Catawba county officials, Tirana city counterparts built partnerships with the private sector and engaged citizens in solid waste management and education activities. The activities described here were undertaken as part of the City Links Program developed by ICMA and the U.S. Agency for International Development. The program partners U.S. local government professionals with their counterparts in developing and transition countries to identify and implement local solutions to problems. In this case the partnership is between Catawba County, North Carolina and Tirana, Albania.
