This 1993 development plan for Delafield, Wisconsin represents one typical approach to developing a city's downtown strategy. The City of Delafield hired a private sector consulting firm (Discovery Group) to analyze prospects for downtown development. Using city-defined goals as their foundation, Discovery Group responded with a 48 page document laying out a 5-year and 20-year plan designed to flesh out the city's general vision for the future. Special care was taken to ensure that the firm's plan for development stayed in line with the look, atmosphere and architectual feel of the existing downtown layout.
