This report reviews aspects of the fire department’s operations and makes recommendations regarding the most important aspects of those operations to improve with limited financial resources. Addresses the department’s staffing, scheduling, facilities, apparatus, equipment, administration, and budget. Also recommends that the city contract out for emergency medical services, and includes a sample contract for ambulance services.
