This publication has been developed to assist local governments attain greater energy efficiency for their community members through ENERGY STAR program offerings. The report includes a description of the U.S. EPA's ENERGY STAR annual National Building Competition: Battle of the Buildings and includes case studies of three local governments who have participated in the competition - Charlotte, NC; Cary, NC; and Hillsborough County, FL.
