The National Transportation Operations Coalition (NTOC) Performance Measurement Initiative identified and began to define a candidate list of measures commonly agreed upon by federal, state, and local transportation officials. The final report summarizes work undertaken through the initiative and provides detailed information on how to collect appropriate data for the selected performance measurements.
