Spruce Grove, Alberta, Canada (pop. 16,000), set out in 1998 to establish a three-year business plan, but more than that, to implement it in a way that would involve all employees in a continuous process of improvement and cultural change. Since that time, and at a minimal cost, the staff has worked with the public and with council toward greater communication, strategic governance, and collaborative decision-making. Results so far include enhanced public support for proposed tax and debt issues, positive citizen surveys, and improved employee morale.
