This is another report by the Commission on Local Government Efficiency and Competitiveness in New York, and it looks into the large cost-savings possible via turning several expensive county jails into a regional jail, potentially with oversight from the state to avoid jurisdictional dispute.  By combining these services into one facility, the report speculates that all the counties would not only save money, but have a batter county/regional jail facility as a result.
