With assistance from the USAID-funded Regional Afghan Municipalities Program for Urban Populations, West (RAMP UP-West), the municipality of Herat sponsored a documentary film festival, "Herat from a Citizen Perspective," designed to enlist citizens' support for maintaining services and encourage a sense of community ownership and responsibility. The festival attracted 50 entries, and prizes were awarded to the three that were judged best. ICMA was a member of the RAMP UP-West team.
