This presentation, The Thing That Wouldn't Go Away, highlights how Tucson, Arizona, has successfully revitalized slum properties through an interdepartmental approach--the Slum Abatement and Enforcement (SABER) program--to facilitate individual and neighborhood responsibility. Highlights what has worked, what hasn't worked, the program's future, and lessons learned. Presented at the December 3-5, 2003, Las Vegas Vacant Properties Roundtable.
