In 2007 funding challenges forced the City of Evanston to shut down clinic services.  Faced with an overload of patients in other community health centers, the city decided to focus efforts on a set of major health issues faced by residents: lack of physical activity, chronic illness, and access to care.

The Women Out Walking program addressed these issues by creating incentives for physical activity and good nutrition.  The program also cultivated a sense of community through the creation of walking teams, and local businesses have provided incentives in return for advertising opportunities and walks scheduled through business districts.

While surveys showed that residents did not perceive increases in their health, health assessments showed increases in physical activity, good eating habits, mental health, and access to health care.
