Budget and Finance Director

POSITION SUMMARY:
Provides financial management for all county funds. Provides financial reporting and final audit review for all departments. Prepares the annual budget following the legal guidelines that are dictated by the State, monitors revenue collections, makes legal amendments to the budget and prepares and initiates the property tax levy for taxing authorities within the county. Serves as the financial advisor to County Administrator, the Board of County Commissioners and other county departments.

ESSENTIAL DUTIES/RESPONSIBILITIES:

▪ Develop and implement goals, policies and operating procedures for the Budget & Finance Department. Review and evaluate department effectiveness; implement changes that improve organizational performance and enhance services.
▪ Provide support and advice to elected officials and operating departments related to financial issues, policy and planning.
▪ Ensure compliance with state and federal statutes concerning budget and audit requirements. Ensure compliance with Government Accounting Standards Board (GASB) and generally accepted accounting principles (GAAP) applicable to government accounting.
▪ Assure the quality of financial activities, services and work products.
▪ Establish and review internal financial controls.
▪ Direct the annual statutory financial audit and federal grants single audit process.
▪ Direct the preparation of financial, cost, and budget analyses; perform a variety of professional accounting duties in the preparation, maintenance, and review of financial records and reports.
▪ Responsible for all aspects of the preparation, review and adoption, recording, filing and publication of the annual budget. Prepare annual certification of property tax levies and ensure proper adoption, filing and recording.
▪ Responsible for all aspects of the annual financial statements by obtaining an appropriate audit opinion. Prepare, record and file the financial statements and annual financial reports.
▪ Assign, direct, and supervisor activities of assigned staff.

OTHER DUTIES/RESPONSIBILITIES:
▪ Represent the County as directed by County Administrator.
▪ Assist departments with grant applications, filing requests for reimbursement, provide financial support as needed for site visits, desk audits and monitoring.
▪ Oversee and revise the County financial policies and procedures.
▪ Oversee and direct the work performed in the Budget & Finance office including: payroll, accounts payable, accounts receivable, grant administration, contract tracking, general ledger accounting, record fixed assets, and Fair Board/Livestock Sale finances.
▪ Complete other tasks as assigned by the County Administrator.

JOB QUALIFICATIONS:
Knowledge of:
▪ Generally Accepted Accounting Principles and Generally Accepted Auditing Principles for public sector financial management.
▪ Government Accounting Standards Board (GASB), Financial Accounting Standards Board (FASB).
▪ Government Finance Officers Association (GFOA) recommended practices.
▪ Applicable state, federal and local laws, rules, codes and regulations.
▪ Principles and practices of financial management including budgeting, revenue forecasting, cost accounting, and contract management.
▪ Federal and state grant and restricted fund accounting regulations, procedures and compliance requirements.
▪ Methods, techniques and practices of maintaining complex interrelated financial records.
Skill in:
▪ Defining financial issues; researching, analyzing and evaluating alternatives; and making decisions based on findings.
▪ Reviewing and verifying mathematical calculations and identifying and reconciling errors.
▪ Managing change, monitoring financial impacts to budget and actuals.
▪ Using tact, discretion, initiative and independent judgment within established guidelines.
▪ Assessing and prioritizing multiple tasks, projects and demands.
▪ Giving attention to detail.
▪ Communicating clearly and effectively, orally and in writing.
▪ Advocating on critical financial issues.
▪ Organizing work, setting priorities, meeting critical deadlines, and following up assignments with a minimum of direction.
▪ Planning, organizing, assigning, directing, reviewing and evaluating the work of staff.
▪ Preparing clear and concise reports, including financial statements and accounting reports, correspondence and other written materials.
▪ Using personal computers with advanced word processing and spreadsheet preparation and usage; advanced proficiency in using PCs in a Windows networked environment with MS Office (Word, Excel, Power Point and Google collaborative equivalents, including email); versatility using the Internet; and understanding of financial software.

▪ Ability to understand, adapt and apply accounting and auditing standards and procedures to a variety of financial issues and transactions.
▪ Ability to prepare financial analysis, projections and forecasts.

Education and/or Experience:
Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.

▪ Bachelor’s degree from an accredited college or university in Accounting. Master’s degree in Accounting, Finance, Public or Business Administration or a related field, preferred.
▪ Minimum of 5 years of professional finance, budgeting, accounting or related experience. 5 years increasingly responsible experience in governmental accounting preferred.

Licenses or Certificates:
▪ Certified Public Accountant (CPA) certification, Certified Public Finance Officer (CPFO) certification or equivalent, preferred.
▪ Valid driver’s license.

Physical Demands:
While performing the essential functions of the job, the employee is frequently required to sit, use hands to finger, handle, or feel, reach with hands and arms, speak and hear; and see at close vision.
