The Nevada Taxpayers Association has awarded its Cashman Good Government Award to Douglas County, NV, (pop. 47,536) for its innovative approach to budgeting and involving residents in the budget process.

In 2012, Douglas County was the first county in the country to start using priority based budgeting (PBB), which enables governments to use their priorities to drive budget decisions.

Under the leadership of Manager Steve Mokrohisky, the county used the switch to “PBB, which many consider a leading practice in local government, to bring residents into the budget process.

The results? The county was able to:

• balance its $3 million annual structural deficit
• invest more than $1 million annually in existing revenue to road maintenance
• increase its bond rating for the first time in 10 years to its highest level ever

The Cashman Good Government Award is presented annually to an outstanding local government in Nevada for innovative solutions that improve the quality of public services, while reducing costs to taxpayers.

Steve Mokrohisky

County Manager

Steve Mokrohisky served as County Manager of Douglas from 2011 - 2014. In April 2014, he accepted the position of County Administrator in Lane County, OR. Learning the ropes of leadership starting in Milwaukee in 1999 Steve continues to provide guidance and sound practices to wherever his career takes him. Douglas County continues to innovate and prioritize spending to the benefit of the citizens of the community. He received his BS from Marquette University.
