Over last decade our organization made difficult decisions to become competitive before economic calamity forced it upon us.

The City Council will evaluate whether an individual city service should be considered a public or private service.

The goal of the City’s managed competition program is to provide the best service at the lowest cost.

This manual is designed to be a generic "user's guide" for a City of Charlotte Key Business Unit to utilize in completing a competition process.

Before you start privatizing all your local government services, think about this: in 2012, 18 percent of local governments brought previously privatized services back in-house! And only 37 percent of local governments that have privatized one or more services systematically evaluate that provider’s service delivery.
