ICMA's Award for Career Excellence in Honor of Mark E. Keane recognizes an outstanding local government administrator who has fostered representative democracy by enhancing the effectiveness of local government officials and by consistently initiating creative and successful programs. Candidates must have a minimum of ten years of executive, senior-level service to the profession. Bruce Eisenhauer, city manager, Evans, California is nominated for the 2006 award. This article describes how Mr. Eisenhauer leadership helped the City manage the associated challenges that accompanied the community's rapid population growth.
