The Ethiopian CityLinks program focuses on three issues: local economic development, public service delivery, and municipal finance. Starting in 2005 with the cities of Addis Ababa and Adama, the program has further expanded into three additional areas with many a variety of activities. The activities described here were undertaken as part of the City Links Program developed by ICMA and the U.S. Agency for International Development. The program partners U.S. local government professionals with their counterparts in developing and transition countries to identify and implement local solutions to problems; in this case the U.S. cities were Portland, Oregon; Oldsmar, Florida; Flagler Beach, Florida; and Port Orange, Florida.
