This commentary suggests a paradigm shift regarding council-manager relations is needed to move professional management and council-manager form of government forward. Describes governance relations contracts (GRC) as a tool to accomplish such change. Suggests that a GRC ought to focus on performance expecations, roles, and procedure regarding the organization, manager, mayor and council, and citizens. Includes a hypothetical example of such a contract.
