This article outlines general problems that councils have with their managers. Discusses seven unspoken council assumptions that councils do not tell their managers: managers hide money; managers have their own agendas; councils do not acknowledge personality conflicts as issues that affect their work with the manager; I really want to choose my own manager; evaluating the manager is a pain; the manager must present issues; and the manager must handle maverick council members.
