Health Officer

County of Marathon, WI

Position Summary:
This full-time employee leads the health department in carrying out the role of chief health strategist in Marathon County. This employee is responsible for ensuring a strong organizational culture, developing and implementing sound public policy, overseeing the delivery of programs and services in service to the department’s mission, directing financial planning and management, and establishing performance management systems.

Organizational Culture
Ensure a competent public health workforce through professional development opportunities for the organization and throughout the organization
Oversee the hiring, coaching, supervision, discipline and allocation of personnel
Ensure continuous improvement of individual, program and organizational performance
Establishes and motivates teams for the purpose of achieving program and organizational goals
Assesses, develops and implements department-wide strategies to ensure the department is mission focused, value driven, team orientated, and responsive to customer needs

Community Relations and Partnerships
Engage community and governmental agencies to address community health needs
Collaborate with individuals and organizations in developing a vision for a healthy community
Create opportunities for organizations to work together to improve the health of communities
Leverage funding to advance community health priorities and population health services
Contribute to multi-county, regional and state public health initiatives to advance the mission of the department

Public Policy
Develop, advocate, adopt and implement policies or strategies to improve the physical, environmental, social, and economic condition affecting health
Advocates for the use of evidence in decision making that affects the health of the community
Incorporate ethical standards of practice in policy decisions
Develop recommendations regarding public health policy to the Marathon County Board of Health and County Board of Supervisors
Oversee the enforcement of public health regulations, Wisconsin statutes and administrative codes

Program Development and Evaluation 
Ensure surveillance, data, and information systems are in place to monitor the health status of communities
Ensure the identification and addressing of factors impacting population health through the implementation of evidence-informed and emerging practices
Oversee, lead, participate in the development of a community health assessment and the development and implementation of a community health improvement plan
Ensure the implementation of policies, programs, and services is consistent with laws and regulations
Oversee the development of public health emergency plans, ensure 24/7 public health response coverage, and lead response efforts

Financial Planning and Management
Determine priorities for the department’s annual budget, oversee the development of budgets
Oversee the department resources are aligned, integrated, and streamlined within Marathon County Government
Approve funding proposal, contracts, and other agreements for programs, services, and community initiatives
Ensure the use of financial analysis methods in making decisions about policies, programs, and services (e.g., cost-effectiveness, cost-benefit, return on investment)
Ensure programs are managed within the current and projected budget and staffing levels

Performance Management
Establish and use performance management systems for program and organizational improvement
Develop and implement methods to collect performance data, evaluate goals, conduct quality improvement, and report program to advise organizational decisions
Develop and implement the department’s strategic plan and support the county’s strategic plan goals
Oversee the alignment of the WI Department of Health Services required services of a Level 3 Local Health Department, the Foundational Public Health Capabilities, and the Public Health Accreditation Standards

Knowledge, Skills, and Abilities:
Knowledge of Public Health 3.0, Foundational Public Health Services, Public Health Accreditation Standards, and requirements of a Level 3 local health department
Knowledge of public health statutes and administrative rules that govern local health departments programs and services
Knowledge of processes that enhance access to program services and community initiatives across varied populations
Knowledge of strategic planning, program planning and evaluation methods
Knowledge of community input and engagement methods
Knowledge of systems and change management

Develop and advance public policy to further the department’s mission program services

Diplomatically persuade or enforce the public to comply with regulations, rules, and ordinances and to work with employees, local and state governmental bodies
Ability to apply time management skills and ability to prioritize and delegate job related activities

Qualifications:
A master’s degree, or a degree or educational credential higher than a master’s degree, in public health, public administration, health administration, or, as defined in rules promulgated by the department, a similar field and three (3) years of experience in a full-time administrative position in either a public health agency or public health work; OR combination of experience and training as set for the under the Department of Health Administrative Code for Public Health Officials sufficient to satisfy the requirements of a Level III local health officer (see Wis. Stat. § 251.06(1)(c) and (d)).
Experience in community leadership and engagement to create policy, systems, and environmental changes is desired.
Valid WI driver’s license and a driving record that meets County standards required; OR ability to obtain reliable transportation as needed.

Compensation:
Anticipated annual salary (based on candidate’s experience): $96,907.20 - $108,534.40 + Marathon County benefits: https://www.marathoncounty.gov/about-us/careers/employee-benefits

Selection Procedure:
The selection of the successful candidate may consist of assessment of education, work history, driving record check, criminal record check, oral interview, review of references, and/or other job-related selection procedures. Candidate approval may be required by the Wisconsin Department of Health Services prior to appointment. The candidate is selected and supervised by the Marathon County Administrator.
